It doesn't block PMs from foes. I foe-d Nigel for sometime (sorry old pal - you will forever remain a friend, don't worry!) but I got his PM okay. I noticed that the PM was marked with black, though. With foes like Ming, who needs enemies? Society Member

I've never foe-ed anybody though I've quarreled with a few here, but then I've not friend-ed anybody either. When you friend or foe a person, are they notified of that?

Don't bother, Trevor. It does absoballylutely nothing. I checked it out some four years ago and have never gone back to it.
