What is wrong with 'Painted' ? Only 7-letters, and there are others - 'Pinhead', plus some 5-letter words - 'Piend' for one.

If I'm reading your rules correctly, PAINTED adds a letter to PAINED but it isn't re-arranging them. It's not an anagram. PINHEAD is both subtracting a letter (T) and adding one (H). It doesn't say you can do that.
[PIEND is a bit obscure. I wonder if Fiona's ever used it. ]

I didn't think it was obligatory to rearrange the letters either, but maybe John can confirm.

You're right, Daisy and Courtenay, it's not obligatory to rearrange the letters - it's an anagram game. Just say you had the word 'relieve' and added a 'd' to make 'relieved' then you could arguably say that you swapped the two 'E's' around.
Just as long as it's a new word.
I suppose you might say that using the word 'rearrange' might be misleading, but then that's generally what you have to do to solve an anagram.
However, if you look at the word 'emigrates' in the initial post on how it is played, I mentioned that removing the 's' was an option at the nine-letter stage to give 'emigrate' and by doing that you aren't rearranging the remaining letters. I suppose 'use' might have been a better option than 'rearrange', but I thought that was obvious. Anyway, aren't you rearranging the letters of 'pained' by inserting a 't'?
Edit: Incidentally, I've just looked back over this topic and I note there are several occasions where just one letter was added or subtracted without any rearrangement of the existing or remaining letters, yet no issue was raised on those occasions.
