Who made three girls walk to the top of very steep hill just to for them to see a small stack of sticks?

One of the three girls was surely Susie from the Secret Seven books (possibly occurring in Secret Seven Fireworks) so presumably set up by the Secret Seven or an individual member of the group?

It was The Mystery of the Invisible Thief and Pip put the huge shoes over his own and made huge foot prints which led Fatty to work out how the thefts were committed.
