Didn't a disguised Fatty simply hand those anonymous letters back to PC Goon in the street, saying that he thought that they may have dropped out of Goon's pocket?

Aha - when Fatty was disguised as the balloon woman and had dirtied his hands but inadvertently left his nails perfectly clean, so Bets twigged at once that there was something strange about the woman and quickly recognised "her" as Fatty!
